The Property Registration Authority
There are two separate systems for recording transactions in relation to property in Ireland: the registration of title system which provides a state guaranteed title to property and the registration of deeds system which records the priority of the registered deeds and conveyances as between themselves and as between other deeds and documents. In this context a “ title” is the ownership of an interest in property and a “deed” is a document in writing which affects property. Both systems are under the control of the Property Registration Authority (PRA).
Functions of the Land Registry
The public task of the Land Registry is governed by the Registration of Title Act 1964 and the Registration of Deeds and Title Act 2006. It is also governed by the Land Registration Rules 2012 (the LR Rules).
1. Registration of Title.
The core business of the Land Registry involves examining legal documents and related maps, deciding on them and recording their legal impact on the registers and maps.
2. Maintain a register in folios
Under the Registration of Title Act 1964 (as amended by the Registration of Deeds and Title Act 2006) the PRA is obliged to maintain
(a) registers of
(i) ownership of freehold land and
(ii) ownership of leasehold interests,
excluding incorporeal hereditaments held in gross;
(b) a register of ownership of
(i) land comprising incorporeal hereditaments held in gross;
(ii) such other rights in land as may be prescribed
Rule 3(2) of the LR Rules requires that “Each ownership registered shall be identified by a distinguishing number to be called the folio or title number”.
3. Maintain a names index and an index of lands
Rule 9(1) of the LR Rules obliges the PRA to maintain a index of names and an index of lands.
4. Maintain Registry Maps
Under section 84 of the Registration of Title Act 1964 (as amended by section 61 of the Registration of Deeds and Title Act 2006) and Rule 146 (as amended) the PRA is required to maintain registry maps for the plans of property described in the registers.
5. Search & copy facilities
Rule 165 of the LR Rules allows any person, on payment of the prescribed fee, to search in the registry maps, the index of names, the index of lands and the folios of the registers. Copies of folios or maps or extracts from folios or maps may be obtained under this Rule and (section 108 (1)) of the 1964 Act as substituted by section 66 of the 2006 Act.
Rule 159 of the LR Rules provides for the inspection and copy by specified parties of any document filed in the Registry on a dealing or transaction with the property of the owner.

Ground Rents Scheme
The PRA operates the Ground Rents Purchase Scheme under the Landlord and Tenant (Ground Rents) (No. 2) Act 1978. Under this Scheme, owners of leasehold property can purchase their Ground Rent either through a consent or arbitration procedure. A register is maintained of all awards made by the Arbitrators in pursuance of the scheme. The register can be inspected on payment of the required fee. Functions of the Registry of Deeds
- Registration of Deeds
The core business of the Registry of Deeds is to provide a system of registration for deeds affecting unregistered land. Deeds which are registered in the Registry of Deeds have legal priority over unregistered deeds or deeds registered later in time.

Registry of Deeds -Fees
All of the above services are available on payment of the prescribed fee as laid in S.I. No. 346 of 1999, as amended by the Euro Changeover (Amounts) Act, 2001

The PRA provides access to the Registers in accordance with its statutory remit and on payment of the prescribed fee. Excluding the information and documents obtained under this remit you may re-use any other information and documents on www.prai.ie or in our hard copy publications free of charge.
